Stir together brown sugar and wheat germ and set aside. Combine flour, brown sugar and baking powder; stir to mix well. Add banana and stir until just until dry ingredients are moistened. Coat muffin cups with non-stick spray and fill 3/4 full with batter. Sprinkle the topping over the batter. Bake at 350 degrees for 14-16 minutes or just until a toothpick can be inserted and come out clean. Remove from oven and allow to sit for 5 minutes before removing.
