In a mixing bowl, combine the first 6 ingredients (through the pepper) and toss to mix. Rinse the wings and pat them dry. Liberally rub with the dry spices and refrigerate at least 6 hours and up to overnight. Preheat oven to 400.
In a bowl, combine half of the buffalo marinade (butter, hot sauce, bourbon, cayenne, salt and pepper) and whisk until combined.
Toss the chicken with the marinade and arrange on a rimmed baking sheet. Bake for 60 minutes, checking at the 50-minute mark. Have the other half of the marinade/sauce in a separate bowl and brush wings once more before serving. Serve wings with celery, carrots, ranch and bleu cheese dressing. NOTE- Frying the wings will yield crispier skin,but baking them is a little healthier.
