In pan, sauté onion and celery in butter until
tender. Add milk and
heat. Mix flour, salt, & pepper w/ chicken
broth separately and then add
in with milk in the pan. Stir over medium heat
until thick. Add cheese
slowly and stir until melted. Add cooked
potatoes. Heat completely, but
do not boil.
