1. Add butter to skillet over medium high heat. Add ground beef and cook until brown, Drain fat and discard.
2. Add onion, green peppers and garlic. Cook for a few minutes, until vegetables begin to get soft.
3. Add ketchup, brown sugar, chili powder, red pepper, dry mustard and water. Stir to combine and simmer for 15 minutes, adding salt and pepper to taste. Also add tomato paste and Worcestershire. Taste and adjust seasoning as needed.
4. Spoon meat mixture over rolls, top with a slice of cheese. Serve hot.
