Divide the sprinkles onto large plates and set aside. If you're
going to be making at least five party horns, put half a cup of
morsels into a tall microwave-safe glass. Heat the morsels in
15-second intervals and stir to get rid of chunks. Once there are
no chunks left and it's melted, move to step 2.

Dip the first cone into the cup of morsels so the entire cone is
covered and gently shake off any excess chocolate. Quickly roll
the cone around in the sprinkles, covering the outside and inside
completely. Set aside on another plate to let dry. Repeat steps
1 and 2 with all of your cones.

Unwrap the Tootsie Rolls and microwave for 10 seconds or until
soft. Mold the Tootsie Roll around the tip of the cone - this acts
as the blower. Cover the Tootsie Roll in the melted chocolate
and set aside to dry. Once they're all hardened, they're ready to
dig into and eat - delicious!
