Preheat oven to 375 degrees. Brown meat. Spoon off fat. Add next 5 ingredients and 1 c. water. Simmer 15 min. Cook noodles. In bowl beat eggs and add remaining ingredients, except cheese.
Spray pan with non-stick spray. Layer noodles (4 across, ricotta/cottage cheese mixture and mozzarella cheese and meat sauce. Make 2 layers.
Bake 30 minutes uncovered or 45 minutes if lasagna has been refrigerated.
