Cook pasta in lightly salted water until done.
Rinse and drain.
In a saucepan, melt butter over medium heat. Whisk
in flour until blended. Add milk, cream, bay leaf,
nutmeg, and salt. Bring to a boil. Reduce heat.
Slowly fold in cheese, stirring constantly until
melted. Remove. Add pasta and toss to coat evenly.
Cover pasta with remaining cheese. Mix bread and
melted butter. Sprinkle over top of cheese.
Bake at 400 for 20 minutes or until topping is
golden brown.
