Preheat oven to 375. Spray Delectovals pan.
In a small bowl, sift together flour, baking powder and salt. large bowl,whip egg whites until foamy. Add cream of tartar and whip untilo stiff but not dry. In clean bowl, whip egg yolds 1 min.add vanilla and gradually add sugar, whipping until mixture is pale yellow and doubled in volume. With rubber spatula, fold in 1/3 egg whites, fold in remaining whites until nearly combined. Add flour and fold until no streaks remain. Fill cavities about 3/4 full of batter. Smooth the tops. Bake 6-8 minutes or until top is lightly browned and center springs back when touched. cool in pan 5 min run knife around edges to loosen cakes. remove from pan and cool completely Filling In large bowl beat butter and sugar until well combined, scraping down bottom and sides of bowl as necessary. Add vanilla and milk and beat until light and fluffy . Use a filling tip to pipe filling in three places on the bottom of the cake.
