In a mixing bowl beat butter with an electric mixer on medium to high speed for 30 seconds. Add about half the flour, the 1 cup sugar, the egg, vanilla, soda and powder. Beat till thoroughly combined. Beat in remaining flour.
Shape dough into 1 inch balls.
Combine the 2 T sugar and the cinnamon. Roll balls in sugar-cinnamon mixture. Place 2 inches apart on an ungreased cookie sheet.
Bake at 375F for 10 to 11 minutes or until edges are just beginning to brown. Makes 36 cookies
