Combine the butter, sugar, eggs, and vanilla extract and beat well.
Add chocolate syrup and remaining ingredients.
Spread in a 10x15 inch pan.
Bake at 350 degrees for 30 minutes.
Icing-
Mix milk, butter and sugar in a saucepan and bring to a boil.
Boil for 30 seconds.
Remove from heat and add the chocolate chips.
Stir until well blended.
Spread on brownies while still warm.
