Cream together shortening and sugars.
Blend in egg, peanut butter, baking soda, salt, and vanilla extract.
Stir in flour and oats.
Spread in a greased 9x13 inch pan.
Bake at 350 for 20-25 minutes.
Remove bars from oven and immediately scatter the chocolate chips over the top. Let stand for 5
minutes while mixing the rest of the topping ingredients.
Topping-
Mix peanut butter, powdered sugar, and evaporated milk.
Spread the melted chocolate chips to cover the entire bar and then dribble the topping over the layer of
melted chocolate chips.
Cool and cut into bars.
