Gently fry onions on medium heat until soft and translucent.
Add chopped bacon and gently fry for 5 minutes.
Boil broccoli until just tender (do not overcook).
Cut cooked broccoli into small florets and line base of dish.
Add cooked onions and bacon.
Combine eggs, salt, flour, milk and cheese in a bowl and whisk together until smooth.
Add ground pepper to season.
Pour mixture into dish and sprinkle chives on top.
