Combine sugar and syrup in saucepan. Cover over moderate heat, stirring frequently only until mixture bubbles. Remove from heat. Stir in peanut butter. Add rice krispies and stir until well coated. Press mixture into a greased 9x13 inch pan. Melt chocolate and butterscotch chips in microwave (approx. 1 1/2 minutes) Spread evenly over rice krispie mixture. Shake pan slightly to allow topping to spread evenly. Cool until firm and cut into bars.
