Heat the butter in 2 qt. saucepan over medium-high heat. Add onions and celery and cook until tender.
Stir in broth, water, pepper & potatoes to saucepan. Heat to boil. Reduce to low. Cover and cook 15 minutes more or until the potatoes are tender. Remove from heat.
Place 1/2 the broth mixture and 3/4 c. milk into blender. Blend until smooth. Repeat blending process with remaining mixtures. Return all blended mixture to pan and cook until hot.
