Brown meat with onion, salt and pepper. Line casserole dish with some Ortega chilis. Add some meat, grated cheese. Repeat layers.
Mix together eggs, milk, and flour. Pour over ingredients in casserole dish.
Bake at 350 degrees for 45 minutes.
