Saute onions in 2 tbsp. butter over medium-low heat until golden. Peel and grate potatoes. Then, in buttered pie dish arrange thin layer of grated potatoes, then one of onions, then anchovies, finally a top layer of potatoes. Dot with remaining butter and sprinkle white pepper over top.

Place in preheated 300 degrees oven for total of 50 min. After first 10 min, pour half the cream over pie; 10 min later pour the rest. Then remove from oven and refrigerate, covered, overnight.
