Combine shallot with 2 tbsp olive oil in a baking dish. Season both sides of salmon with salt and
place in dish. Turn fish to coat. Sprinkle fish with lemon zest and orange zest. Distribute garlic
cloves around fish. Roast at 250 degrees for approximately 30 minutes.
Combine cilantro, parsley, ginger and paprika with remaining olive oil. Mix well. Spoon mixture
over salmon and serve.
