Add the macaroni, garlic powder, salt, paprika and water to pot.
Close the lid. Set to pressure cook on high for 4 min followed by a
quick/manual release.
Remove lid and switch to low saute setting. Add in evaporated milk
and shredded cheddar cheese. Stir constantly until the cheese is
completely melted.
Sprinkle with toasted bread crumbs if you wish and server hot.
