Preheat oven to 400 degrees F. Heat a large oven-safe skillet over medium-high heat. Add the ground beef to the skillet. Season with salt, pepper, garlic powder, onion powder and Italian seasoning. Cook, stirring and breaking up the meat into small pieces, for a few minutes and add zucchini to finish cooking.
Mix cream cheese until fully melted and incorporated. Add 1/4 cup of each cheese into the beef mixture. Sprinkle remaining cheese on top.
Put skillet in oven for 10 minutes, until the cheese is melted. Garnish with parsley and serve.
