Preheat broiler.
In a bowl, combine the oil, cayenne, paprika, salt, pepper and pepper flakes.
Add the wings and turn until well coated. Place wings on a broiler pan rack; broil, turning occasionally, about 20 minutes or until crisp and golden.
In a small bowl, stir together the dill, cumin, vinegar, preserves and soy sauce; serve as a dipping sauce with the wings.
