Place potatoes, chives, celery, parsley, onion, paprika, celery seed and water in crockpot. Cover and cook on high for 1 hour. Reduce heat to low and cook for 4-5 hours.
In saucepan combine milk and flour until smooth, add butter. Cook for 3-4 minutes stirring constantly. Add cheese and stir until melted.
Turn crockpot back to high, pour in cheese mixture and cook on high for 15 minutes.
