Brown hamburger and set aside. In kettle, saute onion, carrots, celery, basil and parsley in 1 T. butter until vegetables are tender, about 10 minutes. Add broth, potatoes & hamburger. Bring to a boil. Reduce heat & cover. Simmer 10 minutes, until potatoes are tender.

In small saucepan, melt remaining ubtter. Add flour; cook and stire for 3 minutes, until bubbly. Add to soup; bring to a boil. Cook & stir for 2 minutes. Reduce heat to low. Add cheese, milk, salt & pepper; cook until cheese melts. Remove from heat and add sour cream.
