place shells, water, onion powder and garlic salt in medium saucepan. Simmer 5 minutes. Remove shells from water, add shrimp. Simmer one minute. Remove shrimp. Reduce liquid until it barely covers the bottom of the pan.
Blend cream cheese, butter, mayo, cocktail sauce and lemon juice. Stir in 1 Tbl of reduced liquid.
Finely chop shrimp. Fold parsley and shrimp into cream cheese mixture.
