Mix onion, red pepper, tomatoes, picante sauce, garlic and cumin in saucepan, bring to a boil, simmer 10 minutes.
Stir beans and corn into salsa mix.
Layer in 9"x13" casserole dish: 1/3 beans, 1/2 tortillas, 1/3 beans, 1/2 cheese, 1/2 tortillas, 1/3 beans, and 1/2 cheese.
Cover with foil and bake at 350° for 30-35 minutes. Let stand for 10 minutes before serving.
