Cut the peppers up into bite size pieces and steam until done.
In large pot cook vinegar, water, salt, sugar and garlic until lightly boiling.
Sterlize jars and lids.
When jars are ready, add peppers until just below rim. Pour in vinegar mixture and set in pot of boiling water for several minutes. Remove seal tight with lids, jars will pop when sealed.
