Steam broccoli. Place half and half and 4 cups water in top of large double boiler. Add cheese, cut up into small bit sized pieces, salt and pepper; heat until melted. Add broccoli.
Mix cornstarch and water in small bowl; stir into cheese mixture in top of double boiler. Heat utnil thickened; it may take a while, stir occasionally to keep from sticking to the bottom. Recipe may be halved for smaller portion.
