Scrub, but do not peel, potatoes. In a covered pot, boil potatoes until tender. Add fresh green beans to potatoes 5 to 7 minutes before potatoes are done, depending on thickness of beans. Cook untill beans are crisp tender. Whisk together ingredients for dressing. When potatoes and beans are done, drain. Cut potatoes into quarters; gently stir in dressing. Season with salt and pepper; mix well and serve.
