Brown and season ground meat; add chopped bell pepper and onion, if desired. After meat is browned, add catsup and tomato sauce; simmer for 30 to 45 minutes. While meat is simmering, cut tops off of peppers; clean out peppers. Boil peppers until slightly soft, approximately 5 minutes. Cool peppers by standing upside down. Cook rice according to directions; add cooked rice to meat. Stuff peppers with meat and rice mixture; replace tops back onto peppers. Place stuffed peppers in deep baking pan; add a small amount of water and catsup to pan to be used at steam. Bake at 350 degrees for 30 minutes, or until heated thoroughly.
