In a medium size saucepan, heat olive oil. Add minced garlic, green pepper, celery, onions and spices; saute about 5 minutes, until vegetables become transparent. Remove from heat; transfer to a food processor with a steel blade. Add canned, diced tomatoes, and sugar; puree until smooth. Place mixture back in saucepan; bring to a boil. Add bay leaf; simmer 15 to 20 minutes. Adjust seasoning; remove bay leaf. Ready to serve.
