Preheat oven to 350 degrees. Grease a 9x13 pan or line with foil and then grease it. Dump sugar, oil and eggs into a bowl and stir together. Add dry ingredients, stirring to combine, just until moistened. (Hand mixing is perferrted, but if using an electric hand mixer, do not overmix.)

Spread into a greased 9x13 pan. Sprinkle chips on top. (or line the pan with a long piece of aluminum foil first, then grease it. When cool, brownies can be removed from pan and easily cup for serving, or frozen in the foil.)
