Combine first 3 ingredients and cover and cook over medium heat until browned, stirring with fork to break up meat. When done, put into a large kettle.
Add the next rest of the ingredients, mix well and bring to a boil.
Cover and reduce heat to simmer for 1 hour or until vegetables are tender.
Stir once in awhile because the rice likes to stick to bottom of pan.
