Combine sugar and milk in saucepan; bring to a boil. Boil; stirring constantly, for 10 minutes. melt butter and chocolate chips in top of double boiler over hot water. Add milk mixture gradually to chocolate mixture, beating constantly. Remove from heat; beat vigorously until candy loses its gloss. Add vanilla extract and nuts. Pout into 8 x 12 inch buttered pan. Cool, cut into squares.
