Heat oven to 375. Generously grease 8x4 in. loaf pan. In small bowl, stir together brown sugar and cinnamon with a fork.
Microwave frozen biscuits uncovered on defrost for 45 seconds. Cut each biscuit into fourths. Dip each piece into melted butter; coat with brown sugar mixture. Arrange in single layer in pan.
Top biscuits with any remaining melted butter and brown sugar. Sprinkle with 1/4 cup of the oats. Top with blueberries. In medium bowl, stir together granulated sugar, remaining oats, and softened butter. Sprinkle over blueberries.
Bake 30to 35 minutes or until golden brown and center is done. Cool 15 minutes. Serve warm.
