Place meat in a dish and rub with 1 tbsp of the fish sauce. Let set for 5-10 mins. Grill or broil the steak med-med rare. Allow to cool. Slice meat against the grain into 1/8 inch thick slices.
Place in bowl and add remaining fish sauce and lime juice. Mix well. Add green onions, cilantro, mint, sesame seeds, red pepper, and red onion. Combine thoroughly.
