Put chicken breasts, water, crushed bay leaves, bouillon cube and celery salt in a large pot. Boil until cooked. (About 20 min.) Discard liquid.
Cook broccoli, follow package directions. Drain. Set aside.
In a saucepan, mix the milk, cream cheese, salt, garlic salt, and 1/3 Cup of Parmesan cheese. Stir and cook until thick.
Put broccoli in bottom of greased 9x9 inch baking dish. Pour in 1/2 C sauce. Put in chicken breasts. Pour in remaining sauce. Sprinkle 1/2 cup Parmesan cheese on top. Bake at 350 degrees for 25 minutes. Serve over rice.
