Preheat oven to 350 degrees. Line baking sheets with parchment paper.
In medium bowl, whisk flour, baking poweder, and baking soda. In mixing bowl, using electric mixture, beat peanut butter, sugar, brown sugar until creamy. Add eggs one at a time. Add vanilla. Reduce speed and all flour mixture.
Shape about 1 1/2 tbsp of dough into 2 1/2 circle. Put Snickers piece into center and fold up dough - roll into ball. Put 4 inches apart on baking sheets.
Bake 10-12 mintues until cookies lightly browned. Once cool - drizzle with topping.
