Heat over to 350 degrees. Grease 13x9 pan. Prepare peanut butter filling by mixing cream cheese, peanut butter, sugar, egg, and milk until creamy.
Melt butter. Stir in peanut butter and vanilla. Add eggs one at at time. Add cocoa. Add flour, baking powder and salt. Beat well. Stir in chocolate chips. Remove 1 cup batter.
Pour remaining batter into pan. Spread peanut butter filling over top. Drop reserved chocolate batter by teaspoonfuls over top. Swirl knife through.
Bake 35-40 mintues until toothpick comes out clean.
