Mix first four ingredients together in bowl with electric mixer. Place cookie in bottom of muffin paper. Fill halfway to top with mixture. Bake at 350 degrees for 15-20 minutes. Cool, add cherries or strawberries on top. Makes 18-20 cupcakes.
