Pour olive oil in large roaster. Add onion and green pepper. Cook until tender. Add garlic and tomatoes, cook 5 mins. Add quartered chicken. Saute over medium heat for 10 mins, stirring so vegetables and chicken don't stick. Add broth, salt, bay leaf and saffron. Cook until chicken is tender, about 30 minutes. Add rice, stir until boils. Bake at 350 degrees for 20 mins. Can add peas and pimentos if desired.
