Preheat oven to 375F.
Grease casserole dish. Set aside.
Boil pasta and cook according to package. Melt butter in a saucepan, stir in flour and milk. Bring to a boil, then reduce heat. Simmer 2-3 minutes, Stir in cheeses, garlic powder, salt and pepper. Melt all together. Pour in noodle.
Sprinkle some Parmesan Cheese over the top. Bake, uncovered for 30 minutes.
