Preheat oven to 375. Grease a 9x9 pan. In saucepan, melt butter, brown sugar, and corn syrup over medium heat. Stir in peanut butter and vanilla. Next, stir in oats. Press mixture into bottom of the pan and bake for 15 minutes.
For the topping, melt chocolate and butterscotch chips in pan. Stir in peanut butter and the peanuts. Spread this over the warm bars. Allow bars to cool on rack and then refrigerate. Once chilled, cut into bars.
