Mix Bisquick and cold water until it makes a soft dough. Pat it into a 9x13 pan. Layer ground beef, tomatoes and green pepper.
Mix sour cream, miracle whip, onions and cheese together. Spoon this mixture over the top. Sprinkle with paprika and bake 25-30 min at 350 degrees or until the edges of dough are lt brown.
