In a pot, bring to a boil 2 cups apple cider vinegar, 3/4 cup vegetable oil and 1 tbsp sugar. Boil 5 minutes
In serving bowl, alternate layers of cole slaw, onions, pepper and dry mixture shich you sprinkle over the layers. A the top of the layers, pour the boiling vinegar mixture over all. Mix to coat. Refrigerate at least 24 hours.
For dressing, mix together last 4 ingredients (1 cup sugar, salt, celery seed and dry mustard)
