Mix together first 6 ingredients. Chill overnight. Roll out to about 1/2 inch thick and cut into squares. Roll in flour. Brown on both sides. Place in baking dish.
Mix can of soup and can of water together and pour over meat. Bake at 350 degrees. For 1 layer of meat, bake for 1 hour. For 2 layers, bake for 1-1/2 hours.
