Melt butter over medium-low heat. Add flour slowly, whisking to blend with the butter well. Cook for 1 - 2 min. Slowly whisk in milk. Add bay leaf, clove, allspice, season to taste with salt.
Bring to a boil, constantly whisking. Reduce heat and simmer, whisking constantly until thickened, about 4 - 5 minutes.
Great topping for lasagna.
