Cut out bottom stem of cabbage. Put cabbage in hot water (stem side down) and boil until leaves are translucent.

Mix all ingredients except tomato and sauerkraut. Loosen cabbage leaves; cut ends and fold over meat mixture, secure with toothpicks.

|
Layer bottom of pot with leftover leaves. Alternate layers of sauerkraut and cabbage rows. Sprinkle rest of sauerkraut over top. Pour tomato soup over mixture and fill with water to cover rolls.

|
Boil until water rolls. Put on medium heat and cook 2 hours.
