To make batter, put flour and salt in mixing bowl and add the egg yolks. Start beating with a wisk. Stir in beer and oil. Cover and let stand until ready to use.
Beat the egg whites until stiff and folk them into the flour mixture. Fold in scallions.
Cut fish fillet in half. Sprinkle with salt and pepper. Heat more oil in a deep fryer or fry pan.
Dip the fish, one at a time, into the batter. and then into the oil. Cook about 2-3 minutes, turning once or twice, until golden brown and crisp. Drain on paper towels.
