boil 2 qts water. blanch red pepper and broccoli, by holding them in the boiling water for 10 seconds then cooling with cold water.put 1 package of rotini in the water and cook for 10 minute. Drain and cool.
meanwhile chop red pepper , tomatoes, take brocolli heads off stems and chop green onions up to part of the greens. mix cooled rotini, vegetables,olives, parmesan and spices.
Make dressing whisk together 1 cup olive oil, 1/2 cup mayonaise,salt, pepper and wine vinegar till smooth.
Toss salad with dressing, cool for at least 3 hours.
