Mix margarine, flour, and sugar and press into 9 x 13 inch greased pan. Bake 15 minutes at 350 degrees F. In a medium sauce pan, heat margarine and milk until thick. Pour over shortbread base and bake in oven until golden brown - about 30 minutes. Remove from oven and sprinkle chips on top. Return to oven for 2 minutes, take out and spread melted chips like an icing. Sprinkle Skor bits on top and let cool. Cut into squares and serve.
