Melt caramels and milk in microwave and keep warm. Mix cake mix, margarine, and nuts and press 1/2 of mixture into 9 x 13 inch greased pan. Bake 6 minutes at 350 degrees Farenheit. Take out of oven and spread caramel syrup and chips over baked cake. Sprinkle remaining crumb mixture on top and bake an additional 25 minutes.
